For the North Atlantic Caribbean Sea and the Gulf of America:Active Systems:The National Hurricane Center is issuing advisories on TropicalStorm Fernand, located over the central subtropical Atlantic.East of the Windward Islands (AL99):Showers and T-Storms associated with a tropical wave locatedabout 200 miles east of the Windward Islands have increased sinceyesterday. However, the wave does not appear to have a surfacecirculation. This system could still become a tropical depressionduring the next day or two while it moves quickly westward at about20 to 25 mph, passing through the Windward and Leeward Islandslater today and early Monday. Regardless of development, locallyheavy rainfall and gusty winds are likely across portions of theWindward and Leeward Islands today and Monday. The system isexpected to reach the central Caribbean Sea on Tuesday, whereconditions are forecast to become less favorable for additionaldevelopment.
